The striker recently underwent surgery on his shin and had been a major doubt for the competition, needing a late fitness test on Friday to prove his fitness.
The Wolfsburg forward's gain is striker Chinedu Obasi's loss as the Hoffenheim star was dropped from coach Shuaibu Amodu's initial selection to make way for Martins.
The trio of Joseph Yobo, Danny Shittu and Yusuf Mohammed have also made the squad, despite not playing for their clubs in recent times through injury.
As always there is a weight of expectation on the side that they will delver a first continental title since 1994, a long wait for Super Eagles fans.
They open their campaign against defending champions Egypt on January 12, before taking on Group C rivals Benin (January 16) and Mozambique (January 20).
The top two teams in each pool advance to the semifinals.
